Changsha has been changing with each passing day. Within the constant change, urban function is complete gradually, and urbanization level is high. It is a city endowed with excellent environment in central region.
Since the reform and opening policy, especially after entering the new century, Changsha has carried out strategy of ¡°city expanding¡± to layout with high starting point and high standard, with the policy of ¡°One First, Two Secondary, Four Groups¡± to plan urban layout and construction of ¡°Two Governments and Four Cities¡± as key to expand urban space. Changsha urban covers an area is 173 square kilometers. According to the newly approved city planning of State Council, the planning area will be increased to 2890 square kilometers. Till 2020, the urban population will be 31,000,000, and constructed area will be 310 square kilometers.

Urban Road Network
Changsha has a reasonable and full functional road network. It forms a transportation layout of ¡°Six Bridges and Three Ring Roads¡± and ¡°Eight Vertical and Eight Horizontal Roads¡±. Among those, Furong Road is 46 kilometers long from north of Xianing New Port to south of Muyun town, and it is the longest main road in domestic cities.

Public Facilities

Public facilities of Changsha has been improving constantly. Urban city owns vehicles of 11.9 units in every 10, 000 person, which ranks 10 in capital cities in China. There are 7 Water Works in urban area, with daily supply capacity of 1.37 million cubic meters, water supply rate of 100% and water consumption of 328 liters/day for each person, which ranks 3 among capital cities in China. The drainage system is relatively complete, with subsurface drainage capacity of 239,200 tons/hour. There are two wastewater treatment plants in the urban area, with rate of wastewater drainage of 41.1%, which ranks 19 among capital cities in China. There is a big harmless landfill with volume of 50 million cubic meters and a rubbish disposal plant in Qiaoyi Town, Wangcheng County with daily disposal capacity of 1640 tons.

Energy and Communication

Changsha is rich in coal, electricity power, fuel oil, liquid gas and coke, etc. There are 88 substations over 35kv; and annual power supply capacity reaches 5.3 billion kwh. The gasification rate reaches 94.6% in urban area, which ranks 11 among capital cities in China. Changsha is endowed with advance communication equipment. In 2007, penetration rate of fixed-line phone reaches 38.00 units/ hundred people; there are 4,607,900 mobile telephone users and 719700 Internet users. In 2007, total business volume of post and telecommunications reaches 5,882 billion RMB, and finished volume of telecom business amounts to 5.528 billion RMB.

Living Environment

Changsha is the only selected city for ecology construction among capital cities of China. The urban city is featured in unique Huxiang culture and city with mountain and water. Living environment of Changsha has being improving constantly during the past years.
