and Changsha
In Dec, 2007 China Development & Reform Commission officially approved Chang-Zhu-Tan City Cluster to be constructed as comprehensive supporting reform testing zone of Resource Saving and friend-environment society of the state. In view of the requirements to construct 2-oriented society and the situations of Changsha , the
orientation of Changsha in construction of 2-oriented society is: for development model to be the pilot sample of new-type industrialization, new-type urbanization, endogenous development and scientific development; a demonstration for constructing recycling economy, two-oriented society and harmonious society; for urban construction, to construct a venture and livable city and happy home with international quality and prided by the people; for economic development, to construct one of engines for Central Rise and new growth pole of the state, to form green technology R & D center in Central and Western China, high-tech industries cluster, modern service industrial center, culture and creativity center and deep processing center of agricultural products.

V. Memorabilia of Chang-Zhu-Tan city cluster

In 1950s, the concept of “Mao Tse-tung City” including these 3 cities was put forward.
At the beginning of 1980s, Zhang Ping, economist and vice president of Hunan Provincial Academy of Social Science, put forward the concept of Chang-Zhu-Tan economic zone, and had initial test and theoretical exploration.
In 1997, CPC Committee of Hunan Province and Hunan Provincial Government made the decision to promote the economic integration of Changsha City, Zhuzhou City and Xiangtan City.
In 1998, 5 plans with sharing same transportation net, same energy net, same finance net, same information net and environment protection net among 3 cities were developed and implemented.
In 2000, “the 10th 5-Year Plan for Chang-Zhu-Tan Economic Integration” was developed.
In 2002, “the Plan for Chang-Zhu-Tan Industrial Integration” was developed and put into implementation, and China Academy of Urban Planning and Design was about to compile “Overall Development Plan of Xiangjiang River Ecologic Economic Belt” and “Regional Plan of Chang-Zhu-Tan City Cluster”.
In 2003, Hunan Provincial Government promulgated “Protection Measures on Development in Changsha, Zhuzhou and Xiangtan Sections of Xiangjiang River”.
In 2004, “Modification Plan of Chang-Zhu-Tan Old Industrial Base from 2004 to 2010” was prepared and implemented.
In 2005, Hunan Provincial Government promulgated and began to implement “Regional Plan of Chang-Zhu-Tan City Cluster”, which was the first region plan of city cluster in China mainland. “The 11th 5-Year Plan for Chang-Zhu-Tan Economic Integration” was developed and implemented.
In 2006, the 9th provincial congress of CPC suggested to greatly promote Chang-Zhu-Tan sharing same transportation net, same energy net, same information net, same ecologic construction net and same environmental protection net, which is also called “New 5-Same”. Zhang Chunxian, Secretary of Hunan Committee of CPC suggested to speed up “3+5” cities cluster construction with Changsha, Zhuzhou and Xiangtan cities as the core, 1.5 hours commuting distance as diameter and including 5 cities, Yueyang, Changde, Yiyang, Loudi, Hengyang. Joint leaders conference of 3 cities was held, and developed “Meeting Rules of Joint Conference”, signed “Frame Agreement on Regional Cooperation”, and 3 cooperation agreements on industry, science and technology, and environment protection.
On Dec 14, 2007, after approved by the State Council, China Development & Reform Commission formally approved Chang-Zhu-Tan as “comprehensive supporting reform testing zone of Resource Saving and friend-environment society of the state”.
