“Two-Oriented Society” of Changsha

In Dec, 2007 China Development & Reform Commission officially approved Chang-Zhu-Tan City Cluster to be constructed as comprehensive supporting reform testing zone of Resource Saving and friend-environment society of the state. In view of the requirements to construct 2-oriented society and the situations of Changsha , the orientation of Changsha in construction of 2-oriented society is:

for development model to be the pilot sample of new-type industrialization, new-type urbanization, endogenous development and scientific development; a demonstration for constructing recycling economy, two-oriented society and harmonious society; for urban construction, to construct a venture and livable city and happy home with international quality and prided by the people; for economic development, to construct one of engines for Central Rise and new growth pole of the state, to form green technology R & D center in Central and Western China, high-tech industries cluster, modern service industrial center, culture and creativity center and deep processing center of agricultural products.

I. Changsha’s strategic target of "two-oriented society"

Strategic target: by 2030, wholly complete construction of human development, economic development, social development, ecologic civilization, uniform and harmonious development between urban and rural.

Short-term target: leading position in Central China
While fast and stable growth and expansion of economic aggregate, total consumptions of energy and main materials in 2012 will be kept in the level of 2007. Economic development indexes calculated with regional adjusted environmentally domestic product in 2012 will be leading in Central China.

　　
Medium-term target: completion of the layout construction of Chang-Zhu-Tan city cluster
The middle term may be decided to be from 2013 to 2020, and the target is to be leading of economic development indexes calculated with regional adjusted environmentally domestic product in the whole state, to basically construct common technical system of recycling economy serving Central China even the whole China, complete regional layout integration of Chang-Zhu-Tan city cluster, and initially for a structure of integrations of industrial development, infrastructure, market system, social development and ecologic construction.

　　
Long-term target: a new economic growth pole of the state
The long term may be decided to be from 2021 to 2030. In this term, the target is completion of construction of two-oriented society with harmony of human, nature and society, international advanced level of resource productivity, environmental quality and development sustainability, to greatly improve environmental quality and overall living space, and the whole city achieves virtuous circle of sustainable development in all directions. In this term, the economic development indexes calculated with averaged regional adjusted environmentally domestic product of Changsha City shall be leading in the first-class regions in the state, and Changsha City shall be constructed to be a modern ecologic city with developed economy, reasonable spatial layout, perfect infrastructure and beautiful living environment, sample and paragon of 2-oriented society construction of the state, drive economic, social and ecologic development of the whole Chang-Zhu-Tan region to be leading in the state, and one of engines for Central Rise and new growth pole of the state
