Functions

1. Be in charge of the examination and approval of the contract and articles of association of the foreign funded enterprises and the major alteration specified in the laws (capital increase, capital decrease, share transfer, merging and split-up).
2. Be in charge of examination, approval and report of the major alteration of the contract and articles of association of the foreign funded enterprises which are above the limit specified by the state, whose investment is limited and which shall be examined and approved by the superior commerce institutions according to the laws and regulations.
3. Be in charge of the supervision and inspection of the performance of the laws, regulations, contracts and articles of association of the foreign funded enterprises and coordination of the related problems.
4. Organize and combine the institutions directly under the municipal government to handle the annual inspection for the foreign funded enterprises in the city.
5. Be in charge of the examination, approval and report of the imported equipment of the foreign funded enterprises in the city.
6. Be in charge of the verification and approval of the export-oriented and technology-advanced foreign funded enterprises in the city.
7. Be in charge of the reception and coordination of the complaints from the foreign funded enterprises in Changsha.
8. Be in charge of the preparation of actually used annual foreign investment plan in Changsha and its examination and execution.
9. Be in charge of the statistics of the actually used foreign investment and the operation status of the foreign funded enterprises in the city and its comprehensive analysis and tracking management.
10. Be in charge of the application reception and verification of the award on the intermediaries for the foreign funded projects.
11. Be in charge of the management of the fixed foreign investors service organizations in the city and coordination of the relative problems.
12. Be in charge of the contact and guide the works of the municipal foreign funded enterprises association.
13. Undertake other issues appointed by the bureau leaders.
