Main functions:

1. Implement the national, provincial and municipal development strategy, guideline and policies relating to the domestic and international trading, international economy cooperation and business invitation; prepare the development strategy, middle- and long-term development plan and rules, measures and programs on the trading inside Changsha or between Changsha and other cities, international economy cooperation and business invitation.

2. Study and put forward the circulating mechanism reform comments, foster and develop the urban & rural markets, promote the modern circulation ways such as circulating industry structural adjustment, chain operation, logistics and distribution, and electronic commerce, and guide the management of the circulating industry.

3. Study and draft the policies to normalize the market system and circulating order and break the market monopolization and local blockage; establish and complete the united, open, competitive and well-ordered market system; monitor and analyze the market operation and commodity supply/demand status; organize and perform the market control for key consuming products and important productive materials.

4. Draft the regulations, rules, implementation guides and market disciplines of the commodity circulation and food, accommodation services in Changsha; investigate and study the major problems in the circulating industry and put forward the policy suggestions; be responsible for the service sector management of the food and accommodation in Changsha; perform the management of the pawn, auction, leasing and used articles trading, finished oil/grease products, alcohol, etc. according to the regulations; be in charge of the supervision and management of the slaughtering of the livestock in Changsha; guide the end-of-life vehicles management and recyclable resource recovery.

5. Draft and implement the policies and rules on the domestic cross economy combination and economy cooperation in Changsha and the special plans of the economy cooperation; organize and coordinate the regional economy cooperation, business invitation, capital, material and economy/technical cooperation, and the information exchange in Changsha, participate in the project examination and application of the key economy and technical cooperation and cross economy combination in Changsha; assist the competent institutions to manage the investigation, study, discussion, contract execution and tracking service for the major economy cooperation projects between districts; be responsible for the concerning support outside Hunan province for the companies in Changsha.

6. Be responsible for the organizing and participating in the domestic and international trade promotion and business invitation as well as the external economy/technical cooperation activities sponsored by the Commerce Department and Provincial Government; be in charge of the organizing, guiding and coordinating the commercial events such as internal and external trading fairs, exhibitions, sales and business invitation inside or outside the city in name of Changsha; manage and coordinate the global business agency, contact, external economy consultation in name of municipal government.

7. Implement the export/import commodity management measures, export/import commodity catalog and the polices on import/export commodity quote bidding formulated by the state; guide the application, implementation and management of export/import quote and permits; be responsible for the implementation of the export/import plan for the key industrial products, raw materials and important agricultural products which are released by the state and provincial government and have substantial concerns to the national economy and the people's livelihood; guide and coordinate the export/import business of the export and import companies in Changsha; study and promote the new international trade modes.

8. Be in charge of the research, guide and service of the affairs in Changsha relating to the WTO; organize and coordinate the anti-dumping, anti-subsidy and guarantee measures as well as other concerns relating to the fair import/export trading; establish the alarm mechanism of the fair import/export trade; organize the urban industrial damage investigation; guide and coordinate the response against the overseas anti-dumping, anti-subsidy and guarantee measures lawsuits on the exported commodities and other concerned works.

9. Analyze and study the foreign investment status in Changsha and direct the foreign investment in Changsha; release Changsha key business Invitation Projects jointly with other competent institutions; track and coordinate the key business Invitation Projects and supervise its execution; examine and approve the contracts and articles of association of large foreign investment project as well as material alternation specified in the laws; provide policy, regulation, law and business consultation for foreign investors; supervise and examine the foreign funded enterprises for their implementation of the relative laws and regulations and their performance of the contract and articles of association; be in charge of the organizing and coordination of the complaints from the foreign funded enterprises; be responsible for the confirmation and examination of the product exporter and technology-advanced enterprises among the foreign funded companies in Changsha; participate in the business invitation works concerning the high-tech zones and economic & technical development zones.

10. Be responsible for the external economy and technical cooperation of Changsha; draft and carry out the policies, regulations and measures of Changsha external economy cooperation; guide and supervise the management of the external contracted projects, labor cooperation and design consultation in Changsha; be in charge of the cognizance and management of the operation qualification of the external economy cooperative enterprises; undertake the economy and technical cooperation in Changsha from international organizations like UN; perform the management of the international economic assistance and the assisted projects in Changsha.

11. Be responsible for the market forecast, alarm and information release; draft the policies and suggestions of the market operation and regulation; organize and coordinate the substantial problems relating to the market operation; organize and direct the Three-Green project; be in charge of the circulation of the commodities in non-staple food projects; monitor and analyze the market operation and commodity demand/supply status; organize and execute the key consuming products market regulation and the management of important productive material circulation.

12. Draft the overall plan for the market system construction in Changsha; study and put forward the policies to lead the home and aboard capital to the market system construction; organize to prepare the market system standards; promote the standardization of the commodity circulating market; direct the planning of wholesale market of bulk commodities; guide the urban business system construction; promote the rural market system construction.

13. Be responsible for the statistics and information release of commercial system in Changsha; provide the information consultation service; organize the assessment and award measures for the intermediaries of the business invitation; guide the establishment of the information network and E-business in the circulating sector in Changsha.

14. Be responsible for the management of Livestock Slaughtering Office under municipal government, urban commercial node construction management office and municipal market service center; guide and coordinate the works of various trading or commercial associations, institutes, etc.; maintain the stability of the business, material supply and foreign funded companies in Changsha with the competent institutions.

15. Undertake other missions assigned by the municipal party committee, municipal government and the upper administration departments.
